In a large bowl, mix 2/3 of the peanut butter, maple syrup, and vanilla with a wooden spoon until smooth. Stir in hemp hearts and crispy rice cereal.
Line an 8-inch brownie pan with parchment paper and pat the mixture into the pan. (If making a small amount, it’s okay if the mixture doesn’t spread to the edges.)
Combine the chocolate chips and the remaining 1/3 peanut butter in a microwave-safe bowl. Microwave on high for 30 seconds, stir, and microwave for another 30 seconds if needed. Stir until fully melted.
Spread the chocolate–peanut butter mixture evenly over the hemp and crispy rice base and freeze for 30 minutes.
Remove, cut into 2-inch squares, and store in an airtight container in the freezer.
